Chief Apostolic Bishop 

Prophetic Oracle of God Bishop Rusty L Hooper D.Div. was saved at a young in the Southern Baptist Church in Torrance Colorado. At 17 he moved to Mansfield Ohio to  live with his Father, Step mother and 2 step sisters who all attended the Christ Gospel Church there, on Father's day in 1979 in the morning service Bishop Hooper rededicated his life to the Lord was baptized in Jesus Name that afternoon in a local creek and Filled with the Holy Ghost evidenced by speaking in tongues that evening. At age 19 after High School graduation Bishop Hooper moved back to his home state of California and joined Life Tabernacle United Pentecostal Church then at a youth revival several  months later a Prophetic word was spoken over Bishop Hooper declaring that he was an Prophetic Oracle of God and would pastor the outcast and un wanted, 8 years later he answered the call into the ministry and was ordained by the Universal Life Church out of Modesto California on July 10th 1989.  After serving in many churches in the Southern California area, Bishop Hooper met Roy Morris on the internet in May of 2003, they eventually met up face to face and knew they were meant to be together as life and ministry partners. Bishop Hooper moved to Joplin Missouri to be with Roy where in 2005 they were united in a Holy Covenant Ceremony as Husbands by their pastor Rev. Carolyn J. Rhodes. In 2010 after Bishop Hooper ordained Bro. Roy they began a Bible study in their home which eventually turned into Rainbow Covenant Lighthouse Fellowship, Bishop Hooper became the first Pastor and Rev. Roy Morris became co pastor. In the summer of 2014 during an ordination service all the current members of the church at that time gathered around the Sr. Pastor led by CoPastor Roy , layed hands on and declared Pastor Rusty their Chief Presiding Bishop. Soon after Pastor Roy was ordained as Assistant Bishop and on August 11th 2017 Bishop Hooper suffered the worst day of his life when  his long time life partner of 14 years suffered a massive heart attack and passed away leaving Bishop Hooper broken and deeply depressed. For a year Bishop Hooper as he put it "Just existed only for his 6 fur babies " on December 31 of 2018 Bishop Hooper had had enough he called out to God declaring "Enough is Enough God take this hurt and broken heart away from me" God Restored his life and on January 1 2019 at 12 A.M. Restoration Tabernacle was born out of the ashes of despair. Bishop instead of choosing the moniker of Archbishop he chose Chief Apostolic Bishop. On October 6, 2022 the Lord impressed upon Bishop Hooper's heart and deep in his spirit that a rebirth be made and as a result Restoration Tabernacle is now VICTORY IN CHRIST TABERNACLE OF PRAISE FELLOWSHIP.
